Malta no longer operates a citizenship by investment programme, and Sparco Investment does not offer one.
On 29 April 2025 the Court of Justice of the European Union ruled in Case C-181/23 that Malta’s investor citizenship scheme was contrary to EU law. Malta repealed the scheme through Act XXI of 2025, in force from 24 July 2025. The Community Malta Agency has since stated that Maltese citizenship by merit is a discretionary, case-by-case grant that is not a programme, not a continuation of the former scheme, and may not be marketed as a product.
What this means for you
- Any offer of “Malta citizenship by investment” you encounter today should be treated with caution.
- Malta’s residence route, the Malta Permanent Residence Programme, remains a separate residence-by-investment option — not a citizenship programme. We can discuss whether it fits your objectives.
- For citizenship within a defined timeframe, the Caribbean programmes we advise on remain the established options.
